It is in this context that the new guidance from the Government continues to recognize the need to remain informed about the situation and local conditions and the need to plan trips with sufficient caution to ensure that safety is maintained with proper travel insurance. Macao Special Administrative Region (SAR) has changed the travel alert level for certain areas in Israel and Iran from Level 3 to Level 2, looking at the new developments in these areas. The Macao SAR Travel Alert System classifies destinations according to three levels, providing clear guidance to residents regarding safety conditions and necessary precautions. Level 3 alerts, labeled “Avoid Travel,” indicate an extreme threat to personal safety. Residents planning trips to these areas are strongly advised to reconsider their travel plans and, if already present, to depart if circumstances permit. Official support may be limited in such regions, making proactive planning essential.
Level 2 alerts, designated as “Reconsider Non-Essential Travel,” are issued when threats remain elevated but are not considered extreme. Residents are advised to carefully evaluate the necessity of their trips and avoid travel that is not urgent. This level encourages travelers to remain informed about local conditions and to plan contingencies for safe travel.
Level 1 alerts, “Exercise Caution,” signify the presence of imminent risks that require vigilance. Travelers should maintain awareness of their surroundings, exercise caution, and closely monitor updates to the local situation. Although risks exist, Level 1 does not generally restrict movement but emphasizes precautionary measures.
Currently, the Macao SAR Travel Alert System covers 110 countries and regions worldwide, providing residents with up-to-date assessments and recommendations. While the system offers guidance, it does not prohibit travel. Decisions to proceed with, adjust, or cancel travel plans remain at the discretion of the individual.

Authorities recommend that residents obtain comprehensive travel insurance prior to departure. Such coverage should include international medical evacuation and consider the specific risks identified by the travel alert system. Travelers are encouraged to review policy terms carefully and consult with insurance providers to ensure adequate protection in the event of emergencies abroad.
For assistance during international travel, Macao residents can access a 24-hour tourism hotline or reach out to the relevant diplomatic offices for support. Emergency services and consular protection are also available through global call centers, offering guidance and aid in urgent situations.
By maintaining a structured, tiered system of travel alerts, the Macao SAR continues to provide residents with actionable information to safeguard their safety while traveling internationally, promoting informed decision-making and preparedness in response to global developments.
